Rate and fringe are per hour unless a row says per day. Total is the rate plus the fringe. Union rows come from a collective bargaining agreement; survey rows from a Department of Labor wage survey, which can be years old.

The contracting agency chooses which determination applies, and the one attached to the contract governs, even after a newer modification.
